These are Arancini balls, which are stuffed rice balls, which are coated with bread crumbs and then deep fried. It's an Italian dish, arancini are a traditional food for the feast of Santa Lucia on 13 December when bread and pasta were not eaten.
Arancini, named after the little oranges that these fried rice balls are said to resemble, are best known in this country (Italy) as a handy way to use up leftover risotto. .

These were very delicious and was made with black rice. .
