This is an Anhinga, an aquatic bird, drying its wings. Anhinga lack waterproof feathers, therefore if they're not in the water they often sun bathe to dry off. When in the water their bodies remain submerged and usually only their S shapd necks and heads stick out of the water. This earned them the name snake bird. They use their wings to swim underwater, and stalk fish, stabbing them in the side with their dagger-like beaks.
